2.3 Levers:

What are the forces for change that we can control?

The things that we can change will form the basis of the strategies and action plans that we put in place to achieve our desired outcomes. These are the 'levers' that we can pull to bring about change. Some of these levers may have already been identified in the previous stage as drivers.

Identifying levers

A good way to distinguish drivers from levers is to rank them by the degree of control that you have over them e.g.:

  • Fully controlled
  • Controlled but need the support of others
  • Not directly controlled but might influence
  • Not within our control at all

In brainstorming levers it is important to look beyond the immediate workforce factors. In addition to workforce supply levers such as training levels, pay, HR policies, skill mix changes etc. Changes to service models may be used to alter workforce demand where the supply is not there. Steps 3, 4 and 5 examine in more detail the various levers that can be used to balance workforce supply and demand.
