1 Define the plan

Before moving forward with the planning it is important to clearly define what the plan is about, in particular:

  • Rational: Why are we doing the plan?
  • Function: What decisions does the plan support?
  • Scope: What does the plan cover?

The process of clearly defining what the plan is about and for can avoid a lot of wasted effort later in the process. Time can be wasted collecting workforce information that is not necessary or setting up processes that do not address the questions that need to be answered.
